UGC Releases SOPs for National Credit Framework to Transform Education and Skills Training

The University Grants Commission (UGC) has recently issued the Standard Operating Procedures (SOPs) for implementing the National Credit Framework (NCrF). These guidelines will be applicable across higher education institutions, vocational education, training, skilling (VETS), and school education sectors. The NCrF, approved by the Central Government in April last year, led to the formation of a High-Level Committee shortly thereafter.

UGC Chairman M Jagadesh Kumar highlighted the importance of the NCrF SOPs, stating, “The SOPs signify a major advancement towards realizing our vision of a dynamic, inclusive, and lifelong education system. This system aims to equip learners with relevant skills and knowledge for the 21st century.” Kumar expressed optimism that the framework would enhance transparency and flexibility in education, ultimately supporting India’s economic growth by producing a skilled workforce.

The NCrF SOPs are designed to provide clear guidelines for the assignment, accumulation, storage, transfer, and redemption of credits across various educational sectors. This framework enables the accumulation and transfer of credits, allowing for multiple entries and exits within the education and skilling system.

The framework sets a standard of 1,200 notional learning hours per year across these educational sectors, with 40 credits awarded upon successful completion. Students have the opportunity to earn additional credits by undertaking extra courses, programs, subjects, and projects. Credit allocation is determined based on learning outcomes assessed through evaluations.
